24 กรกฎาคม 2562 ที่กระทรวงศึกษาธิการ (ศธ.) นายภณวัชร์นันท์ ไกรมาตย์ นายกสมาคมนักประดิษฐ์และนวัตกรรมแห่งประเทศไทย ได้เดินทางไปมอบช่อดอกไม้แสดงความยินดีกับคุณหญิงกัลยา โสภณพานิช ในโอกาสที่ได้รับการแต่งตั้งเป็น รัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการ พร้อมทั้งได้มีการเสนอแนะและให้ข้อแนะนำเกี่ยวกับนโยบายการศึกษาเพื่อพัฒนาให้เด็กและเยาวชนมีความสามารถในการสร้างนวัตกรรม พร้อมทั้ง มีจิตใจที่เปี่ยมล้นด้วยคุณธรรมและมีจิตอาสาเพื่อสาธารณะด้วย

โดยนายภณวัชร์นันท์ กล่าวว่า ตนเห็นว่า การที่คุณหญิงกัลยา เคยดำรงตำแหน่งรัฐมนตรีว่าการกระทรวงวิทยาศาสตร์และเทคโนโลยี (ปัจจุบันเป็น อว.)และมาดำรงตำแหน่งรัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการนั้น ถือเป็นบุคคลที่เหมาะสมกับงาน เพราะเนื่องจากบุคลิกของคุณหญิงกัลยา ที่เปี่ยมไปด้วยคุณลักษณะและจิตวิญญาณ ของความเป็นครู และยังมีความรู้ด้านเทคโนโลยี ใหม่ๆ จะสามารถผลักดันให้งานการศึกษาของไทย มีความก้าวหน้าในหลายๆด้าน โดยเฉพาะด้านวิทยาศาสตร์ เทคโนโลยี และนวัตกรรม ที่คุณหญิงกัลยามีความเชี่ยวชาญเป็นพิเศษเป็นที่ประจักษ์ในวงกว้าง และจะสร้างแรงบันดาลใจ ให้เด็กและเยาวชน หันมาสร้างนวัตกรรมใหม่ๆ และยังสร้างธุรกิจให้ครอบครัวได้แก้จน สร้างคน สร้างชาติ ได้เป็นอย่างดี

นายภณวัชร์นันท์ กล่าวต่อว่า ตนได้มีข้อเสนอที่จะช่วยให้พัฒนาเด็กและเยาวชนไทย ให้มีศักยภาพในการสร้างสรรค์ ในการพัฒนาสิ่งประดิษฐ์ เพื่อสร้างนวัตกรรมใหม่ ๆ ในการแก้ไขปัญหาในชีวิตประจำวันและแก้ปัญหาในระดับสาธารณะ เช่น อาจจะมีการสอดแทรกเนื้อหาการประดิษฐ์หรือการทดลองที่เกี่ยวข้องกับการสร้างนวัตกรรม ตั้งแต่ ป.1 โดยค่อยๆ ไต่ ระดับเนื้อหาเรื่อยๆ จนสามารถให้เป็นเนื้อหาพื้นฐานที่ทำให้เด็กนักเรียนสามารถพัฒนาต่อยอดได้ แต่อย่างไรก็ตาม เด็กและเยาวชนไทยจะต้องได้รับการพัฒนาทางด้านจิตใจควบคู่ไปด้วย ดังนั้น จึงอยากจะให้ทางกระทรวงฯ จัดเนื้อหาและกิจกรรม Camp Invention เข้าค่าย ฝึกประดิษฐ์ นวัตกรรมขั้นพื้นฐาน และพัฒนา ทั้งในด้านการศาสนา และจิตอาสา เพื่อปลูกฝังคุณธรรมและจริยธรรม ให้กับเด็กและเยาวชน รวมทั้ง ขอให้ทางกระทรวงฯ

“เร่งผลักดันพื้นที่ที่ศักยภาพในการด้านศึกษาวิทยาศาสตร์และเทคโนโลยี ให้เป็นพื้นที่นวัตกรรมการศึกษา ตามพระราชบัญญัติพื้นที่นวัตกรรมการศึกษา พ.ศ. 2562 ต่อจากพื้นที่ที่มีการนำร่องไปแล้ว 6 จังหวัด คือ ระยอง ศรีสะเกษ สตูล เชียงใหม่ กาญจนบุรี และปัตตานี ทั้งนี้ เพื่อเป็นการพัฒนาการเรียนการสอนโดยให้ทุกภาคส่วนในพื้นที่ที่มีศักยภาพ มีส่วนร่วม โดยส่วนกลางทำหน้าที่ดูข้อจำกัดต่างๆ บางส่วนเท่านั้น เช่น งบประมาณ หรือการบริหารงานบุคคล เป็นต้น ซึ่งจะก่อประโยชน์ให้ มีการคิดค้นและพัฒนานวัตกรรมด้านการศึกษา และการเรียนรู้ เป็นไปโดยเหมาะสมสอดคล้องกับ สภาพปัญหาในแต่ละพื้นที่ รวมทั้งขยายผลไปใช้ในสถานศึกษาขั้นพื้นฐานแห่งอื่น เพื่อลดความเหลื่อมล้ำใน การศึกษา รวมทั้ง ถือเป็นการกระจายอำนาจและให้อิสระแก่หน่วยงานทางการศึกษาและสถานศึกษา น้าไปสู่การยกระดับการจัดการศึกษาของประเทศอันเป็นรากฐาน สำคัญของการพัฒนาคนไทยให้มีคุณภาพต่อไปด้วย”นายภณวัชร์นันท์ กล่าว

ด้านคุณหญิงกัลยา ระบุว่า จะรับข้อเสนอของดังกล่าวไว้ ซึ่งการมาดำรงตำแหน่งของตนในฐานะที่ตนอยู่ในแวดวงการศึกษามานานนั้น มองปัญหาออกได้เป็น 3 เรื่องใหญ่ เช่น ปัญหาของเด็กนักเรียน ที่นอกจากปัญหาการขาดแคลนทุนทรัพย์แล้ว ยังพบกับปัญหาในรูปแบบใหม่ๆ ที่จะต้องให้ผู้ปกครองและครูเข้ามาดูแลและให้คำแนะนำที่เหมาะสม ปัญหาของครูผู้สอน ที่เป็นปัญหาหลักๆ และอยู่ในความสนใจของประชาชนก็คือ ปัญหาหนี้สินครู เพราะหากครูยังมีหนี้สินรกรุงรังนั้น ก็จะไม่สามารถทุ่มเทความคิดและสติปัญญาในการสอนได้ โดยอาจจะมีการปรึกษาหารือกับสหกรณ์ออมทรัพย์ครู และธนาคารพาณิชย์ ในการแก้ไขปัญหา และปัญหาความคาดหวังของผู้ปกครองและประชาชนที่หวังว่าการศึกษาของประเทศไทย มีความทัดเทียมกับนานาประเทศ โดยเฉพาะเรื่องการสร้างสรรค์นวัตกรรมนั้น ก่อนเรียนต้องมีสมาธิ หลังเรียน แร็พอางคยางปลดปล่อย เด็กจะมีความสุข จะต้องมีความร่วมมือกับทางกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรม เพื่อร่วมกันทำหลักสูตรเพื่อพัฒนาให้เด็ก เยาวชน และคนไทยมีความรู้ในเรื่องของการสร้างสรรค์นวัตกรรมใหม่ๆ เพื่อก้าวไปสู่มนุษย์ในยุคศตวรรษที่ 21 ได้อย่างสมบูรณ์ โดยที่จะต้องไม่ละทิ้งสิ่งดีๆ ที่เคยมีในวงการการศึกษาของไทยด้วย
