‘นายกฯนักประดิษฐ์’ ประกาศหนุนเกณฑ์ทหาร ชี้สร้างเยาวชนเป็นสุภาพบุรุษ อัดไม่ชอบรัฐบาลเลยพาลขอให้ยกเลิก ป้อง ผบ.ทบ. พูดถึงภัยความมั่นคงรูปแบบใหม่ ไม่ขัดหลักกฎหมาย

วันที่ 21 ส.ค. 62 – นายภณวัชร์นันท์ ไกรมาตย์ นายกสมาคมนักประดิษฐ์และนวัตกรรมแห่งประเทศไทย กล่าวถึงข้อเสนอให้มีการยกเลิกการเกณฑ์ทหาร และความเหมาะสมที่ผู้บัญชาการเหล่าทัพได้ แสดงความคิดทางการเมือง ว่า จากคำเปรียบเปรยที่ได้ยินอยู่เสมอว่า ‘ประเทศคือบ้าน ทหารคือรั้ว’ ถือว่า เป็นคำจัดความที่ความสมบูรณ์และเข้าใจง่ายในบทบาทหน้าที่ของทหาร ซึ่งมีหน้าที่ปกป้องอธิปไตยและดินแดนจากภัยรุกรานภายนอก และในปัจจุบัน ทหารก็มีบทบาทในการช่วยเหลือและดูแลทุกข์สุขของประชาชนภายในประเทศด้วย ซึ่งตนเห็นว่า กฎระเบียบของการเกณฑ์การทหารในปัจจุบัน ก็ยังมีการผ่อนผันและอะลุ่มอะล่วยให้กับคนที่มีความจำเป็นทางด้านการศึกษา หรือคนที่ยังไม่พร้อมในด้านอื่นๆ ดังนั้น ที่มีการหาเสียงโดยเอาเรื่องการยกเลิกการเกณฑ์ทหารมาเป็นประเด็นนั้นถือว่า เป็นการหาประโยชน์เพื่อต้องการคะแนนเสียงเพียงระยะสั้น แต่ก่อให้เกิดปัญหาในระยะยาว

“กลุ่มคนที่ไม่ต้องการให้มีการเกณฑ์ทหาร มักจะอ้างความโหดร้ายในการระหว่างฝึกฝน ว่าเป็นการละเมิดศักดิ์ศรีความเป็นมนุษย์ ทั้งๆ ที่การฝึกฝนทางการทหารถือเป็นการสร้างเสริมระเบียบวินัยเพื่อให้เป็นทหารอย่างสมบูรณ์ รวมทั้ง เป็นหลักประกันว่า ถ้าได้รับการฝึกฝนแล้ว จะเป็นผู้ใช้อาวุธหรือใช้อำนาจอย่างมีสติ ดังนั้น ผมอยากจะให้คนอ้างที่อยากให้ยกเลิกการเกณฑ์ทหาร คิดพิจารณาให้รอบคอบก่อน เพราะบางคนที่เสนอแนวคิดนี้ เป็นคนที่ไม่พอใจรัฐบาล ที่อ้างว่าเป็นคนปล้นระบอบประชาธิปไตย แล้วพาลไปต่อว่าทหาร และต้องการจะทำลายระบบที่เกี่ยวเนื่อง ซึ่งเปรียบเสมือนการทุบรั้วบ้าน เพื่อเปิดทางให้คนอื่นบุกรุกบ้านของตัวเอง ดังนั้น ผมจึงไม่เห็นด้วยที่จะให้มีการยกเลิกการเกณฑ์ทหาร” นายภณวัชร์นันท์ กล่าว

นายภณวัชร์นันท์ กล่าวว่า ส่วนกรณีที่มี ส.ส. บางคนตั้งกระทู้ถาม โดยระบุว่า การให้สัมภาษณ์ของผู้บัญชาการเหล่าทัพ อาจจะขัดกับระเบียบสำนักนายกรัฐมนตรีว่าด้วยการให้ข่าวและบริการข่าวสารทางราชการ พ.ศ. 2529 (แก้ไขเพิ่มเติมพ.ศ.2533) และข้อบังคับกระทรวงกลาโหม ว่าด้วยข้าราชการกลาโหมกับการเมือง พ.ศ. 2499 นั้น ตนเห็นว่า การให้สัมภาษณ์ของ พล.อ.อภิรัชต์ คงสมพงษ์ ผู้บัญชาการทหารบก กับสำนักข่าวรอยเตอร์ ที่ระบุว่า กองทัพไทยกำลังต่อสู้กับสงครามลูกผสมของฝ่ายตรงข้ามรัฐบาลที่ใช้ข่าวลวงหลอกล่อให้คนไทยรุ่นใหม่เกิดความรู้สึกเป็นปฏิปักษ์กับกองทัพและสถาบันกษัตริย์ ถือว่า เป็นความเห็นและเป็นเรื่องสำคัญที่จะต้องแจ้งให้ประชาชนทั่วประเทศทราบ เพราะภัยคุกคามของประเทศในยุคนี้ ไม่ใช่แค่สงครามเฉพาะภาคพื้นดินที่เป็นการแย่งชิงดินแดนหรือรักษาพื้นที่เท่านั้น แต่เป็นสงครามที่ต้องสู้รบกันในพื้นที่ทั่วไปผ่านข้อมูลข่าวสาร และผู้ที่ก่อสงครามพยายามใช้จุดอ่อนของเด็กและเยาวชน มาปลูกฝังข้อมูลความเชื่อผิดๆ เพื่อหวังผลในระยะยาว

ดังนั้น เมื่อ พล.อ.อภิรัชต์ ทราบเหตุนั้น ก็ได้พูดให้ประชาชนรับทราบ เพื่อให้เตรียมตัวพร้อมป้องกันภัยคุกคามดังกล่าว ซึ่งไม่ใช่เป็นเรื่องที่ขัดกับระเบียบข้างต้น แต่เป็นเรื่องที่ควรเผยแพร่ให้ประชาชนทราบ ดังนั้น ประเทศไทยจึงยังจำเป็นต้องมีการเกณฑ์ทหาร ซึ่งนอกจากจะเป็นเครื่องมือสำคัญในการปกป้องดูแลประเทศทั้งในยามสงบและยามสงครามแล้ว ยังเป็นการฝึกฝนให้เยาวชนชายไทยเป็นสุภาพบุรุษที่สมบูรณ์ด้วย.
