นายกนักประดิษฐ์ ปลื้มถือเป็นเกียรติที่ทางสำนักงานการวิจัยแห่งชาติพร้อมให้ความร่วมมือเพื่อพัฒนาด้านนวัตกรรม เผยเตรียมนำข้อมูล “บนหิ้ง” ปัดฝุ่นเพื่อทำสิ่งที่คนไทยได้ประโยชน์ หวังให้ประเทศเจริญรุ่งเรือง เกิดความมั่นคง มั่งคั่ง และยั่งยืน

เมื่อวันที่ 5 ก.ค.62 นายภณวัชร์นันท์ ไกรมาตย์ นายกสมาคมนักประดิษฐ์และนวัตกรรมแห่งประเทศไทยกล่าวถึงการเข้าร่วมในกิจกรรม Open House เปิดบ้าน วช. 5 G : Change For The Future ซึ่งจัดโดย สำนักงานการวิจัยแห่งชาติ (วช.) ว่า ต้องขอขอบคุณทาง วช. ที่ให้เกียรติทางสมาคมฯ ได้เข้าร่วมกิจกรรมดังกล่าว เพราะถือเป็นการแสดงวิสัยทัศน์ของทาง วช. ใน 2 ประเด็นสำคัญ คือ การที่ วช.จะมีการพลิกโฉมหรือปรับบทบาทอย่างไรเมื่อเทคโนโลยี 5G กำลังมีบทบาทสำคัญในการดำรงชีวิต เพราะเป็นเทคโนโลยีที่เชื่อกันว่ามีความทรงพลังที่สุด โดยจะเปลี่ยนโลกทั้งใบให้เชื่อมต่อกันในทุกสรรพสิ่ง โดยความเร็วเพิ่มขึ้นกว่าระบบ 4G ถึง 10 เท่า มีความหน่วงลดลง 5 เท่า และสามารถเชื่อมโยงเครือข่ายและสิ่งต่างๆ ได้มากขึ้นถึง 1,000 เท่า ดังนั้น 5G จะช่วยเพิ่มขีดความสามารถทางการแข่งขันทางเศรษฐกิจเพิ่มขึ้น ช่วยบริหารจัดการทรัพยากร ระบบอุตสาหกรรม

ทั้งในส่วนของรัฐบาลและเอกชนที่จะประหยัดงบประมาณแต่ประสิทธิภาพสูงขึ้น ซึ่งขณะนี้บางภาคส่วนของประเทศไทยกำลังใช้เทคโนโลยีดังกล่าวในการพัฒนาประเทศให้มีความทัดเทียมกับประเทศอื่นๆ ของโลก และประเด็นที่ 2 ก็คือ การปรับองค์กรให้เข้ากับบทบาทหน้าที่ของ กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัย และนวัตกรรม (อว.) เนื่องจากอำนาจหน้าที่ที่สำคัญเกี่ยวกับการส่งเสริม สนับสนุน และกำกับการอุดมศึกษา วิทยาศาสตร์ การวิจัย และการสร้างสรรค์นวัตกรรม เพื่อการพัฒนาประเทศให้เท่าทันกับการเปลื่ยนแปลงของโลกนั้น ทาง วช.ที่เป็นกลไกสำคัญที่จะต้องยกระดับทั้งตัวองค์กร บทบาทหน้าที่ รวมทั้งบุคลากร เพื่อที่จะทำให้คนไทยมีความรู้ความเข้าใจ และใช้นวัตกรรมให้เป็นไปอย่างสร้างสรรค์เป็นประโยชน์มากที่สุด

นายภณวัชร์นันท์ กล่าวอีกว่า สำหรับความร่วมมือในเรื่องข้อมูลการวิจัยระหว่างทาง วช.กับสมาคมฯ นั้น ถือเป็นเรื่องที่สำคัญ โดยจะนำผลการวิจัยที่เกี่ยวข้องกับการสร้างนวัตกรรมใหม่ๆ เพื่อให้ทางสมาคมฯ นำไปใช้พัฒนาต่อยอดเพื่อสร้างสรรค์เป็นสิ่งประดิษฐ์ในการอำนวยความสะดวกในชีวิตประจำวัน โดยเชื่อว่าข้อมูลที่ได้มีการวิจัยและเก็บไว้ที่สำนักงาน วช.นั้นยังมีอีกมากที่ยังไม่ได้ใช้ประโยชน์ออกมาเป็นรูปธรรม ดังนั้นตนในฐานะนายกสมาคมฯ จึงเห็นว่าเจ้าของงานวิจัยเดิมควรมีโอกาสได้นำผลการวิจัยมาขอทุนและต่อยอดเป็น ผลิตภัณฑ์ เพื่อให้เกิดนวัตกรรม เพื่อให้มีผลงานด้านนวัตกรรมเป็นที่ปรากฏต่อสาธารณชน และต่อยอดเป็นผลงานมาสเตอร์พีซในเวทีระดับโลกอีกด้วย รวมทั้งในความร่วมมือด้านอื่นๆ ก็ถือเป็นเกียรติอย่างยิ่งที่ทาง วช.จะเชิญทางสมาคมฯ เข้ามาเป็นกรรมการในโครงการการประกวดงานวิจัย งานประดิษฐ์นวัตกรรม และร่วมกิจกรรมอื่นๆ ที่ทาง วช.ได้จัดขึ้น ซึ่งถือเป็นความร่วมมือเพื่อที่จะสร้างสรรค์ให้ประเทศไทยเป็นประเทศที่พัฒนาสิ่งประดิษฐ์และสร้างนวัตกรรมชั้นแนวหน้าของโลก

“ผมเห็นว่าในวันนี้ทาง วช.ได้มีงานวิจัยซึ่งผ่านกระบวนการทดสอบทดลองวิเคราะห์ปัญหาต่างๆ มาเป็นเอกสาร โดยใช้งบประมาณวิจัยมากกว่า 1,000 ล้านบาท และมีงานวิจัยที่สะสมมากมายตั้งแต่อดีตแต่ยังขาดสิ่งจะที่ต่อยอดให้เป็นนวัตกรรมเป็นผลิตภัณฑ์ที่เป็นเทคโนโลยีที่ทันสมัยเพื่อเข้าสู่เชิงพาณิชย์ และอุตสาหกรรมได้จริงๆ รวมทั้งการส่งเสริมสิ่งประดิษฐ์ให้พัฒนาเป็นนวัตกรรมสินค้าใหม่ๆ เพื่อใช้งานแก้ปัญหาให้ตรงจุดตามจิตนาการของนักประดิษฐ์ ดังนั้น วช.เปรียบเสมือนต้นน้ำและความหวังของผู้ที่มีสิ่งประดิษฐ์กำลังพัฒนาเข้าสู่เชิงพาณิชย์สร้างนวัตกรรมใหม่ ซึ่งทุกคนจะต้องมีช่องทางที่จะขอทุนไปยัง วช.ได้ง่ายเพื่อพัฒนางานวิจัยให้เป็นนวัตกรรมใหม่เพื่อพัฒนาเข้าสู่เชิงพาณิชย์ อีกทั้งจะต้องส่งเสริมให้เยาวชนมีธุรกิจมีงานทำมีอาชีพเลี้ยงดูครอบครัวอีกด้วย ส่วนข้าราชการทุกระดับจะต้องโฟกัส และส่งเสริมสนับสนุน ประยุกต์ใช้งานเพื่อให้คนไทยหันมาใช้นวัตกรรมไทยและพัฒนาส่งออกไปยังต่างประเทศ เริ่มจากรัฐจะต้องสร้างคนให้มีทุน เสริมทุนให้เขามีทุนส่งเสริมความสามารถให้คนในชาติ จึงจะเพิ่มทุนให้กับประเทศชาติได้ จุดเหล่านี้ต่างหากที่จะทำให้ชาติไทยของเราเจริญรุ่งเรือง เกิดความมั่นคงมั่งคั่งและยั่งยืน” นายภณวัชร์นันท์ กล่าว.
